Enable TLSv1.1 and TLSv1.2 for Internet Explorer

For Windows 7 and newer you can follow these instructions.

Open Internet Explorer
Select Internet Options
Select the Advanced tab
Scroll down in the Settings window and check the box for "Use TLS 1.1" and "Use TLS 1.2"
Click Apply, then OK

For Windows XP and older you will need to upgrade to a newer version of Windows before you will be able to connect. Or download an alternate browser such as Chrome, Firefox, or Opera.
