Ability to restrict/allow orders based on IP address.

You can now restrict access to the shopping cart based on the customers IP address.

You can also bypass the normal automated IP address checks by placing an IP address in the allowed list.

To use the new feature
1) Login
2) Go to "Advanced Settings" under "Cart Settings"
3) Click on "Permanently Restrict/Allow Access By IP Address"
